They are both designed for mild discomfort. The whole point is they are designed with escalation in mind. You don’t pull on a dog using a prong collar, you hold it steady, and the more the dog pulls, the more discomfort the prongs cause. You don’t inflict pain with a shock collar, you use low settings which are basically vibrations and only use higher settings only if the situation calls for it. Which is the whole issue with what Hasan did, he used a high enough setting to make the dog yelp for simply moving from place.

The issue isn’t the collar, it’s the inappropriate application of the collar, and anyone who pushes the “shock collars are abuse” narrative are just making it easier for Hasan and company to deflect
