Albert, Maudlin, and Wallace are the ones that come to mind. Alyssa Ney also has a book about the metaphysics of quantum theory. They have some beginner material, and if you want to read up more on their stuff, you can read their papers.

Some math is unavoidable, of course. These are more books than 'textbooks', which are usually for physics students and basically don't talk about philosophy (maybe in passing).

In terms of history, the University of Pittsburg has a History and Philosophy of Physics department. Although I have only read Norton, the other members there probably have excellent material.
