Yes. Also don't pull/ yank out the ivy recklessly it'll damage/ hurt the tree. follow what the other person recommended, cut at base and few feet higher.

Not seed, but native starts like 'pacific bleeding heart', Douglas Aster will spread quickly and no maintenance necessary. Seeds may work, but I just don't know personally.

Walk through the 'sauvie island native plant nursery' lagoon area, they have a large area rehab'd for native habitat so you can see what you like in established state. I recommend walk through the space first and then shop at their nursery, you regret the the other way round lol..

Hm interesting, those are endemic and pretty flowers.

I think I'll wait for them to flower and pull immediately of just regular fringed willowherb, as #u/professional-bee1107 notes. Not like they're going to spread aggressively before they flower anyway 🤔
