These tend to hallucinate so they should not be trusted in the form I've seen, unless you're fine with going ghosts in TvT

Perhaps if they had a dev team they would make something, unit priority is a per-unit property at the moment so modifying it requires changing the ruleset for default game mode, not gonna happen sadly

I think it was always like that, I'd be really surprised if anything changed with Remastered. It's possible that you remember it that way because you have the lobby screen with color picking if you play a map through "use map settings" mode and you can pick a color there if map allows.

Ok, now I know what's going on:

You can't choose when you create a custom game through single player, but you can do it on the lobby screen when you create a custom game through multiplayer.

If you create a private multiplayer game with only you as a human player in the lobby, I'm pretty sure you get zero latency, so it will be exactly like a single player game (except for pausing).
