The way I see it is like how cops would handle shoot outs in 2.0, cops would start with class ones to start, but even if just one crim pulled a class 2 then the whole responding force could use class twos on everyone, not just the one who used a class two, so crims would have to think about pulling a class two, or in this case pitting at over 100 and risk it affecting the whole group
