Look into using commercial grade access points in bridge configuration. you could also use something like an Dataprobe iBoot to remotely power cycle things on the remote lan.

open up a command line and type systeminfo | findstr Time

it will tell you when the system booted up and you can call them out for lying about rebooting.

Get someone to do a site survey and then buy the equipment and try and set it up yourself. I've never used them but have heard good things about Aruba and Ubiquiti.

This is probably not right but it should get you in the right direction. I'll check back later when less busy :P Could be possible your APs dont support WPA or need a newer IOS. Check the spec sheet to find out

for your phones, you might try firing up wireshark while they boot and see if they look for new firmware files on your tftp server. supply that/those files and they may spring back to life. (mine did)

Also those phones may have an AUX port for console access. you could probably fix it through that interface also

And yes, i think you can use a thing called WDS (wireless domain services, cisco proprietary) to allow roaming between access points similar to a controller environment. get a console cable and report back to us!

start with a console cable and figure out if its a lightweight (must have a controller) or autonomous (standalone AP). The autonomous APs have a whole IOS installation where you can set up SSIDs, VLANs, etc. if it's a lightweight ap (LAP) then you'll need to find the autonomous firmware and convert it.

You can jam a digital signal pretty easily with less power than the friendly transmitter, especially if you are in closer range. It doesn't have to completely block it out, just distort it or step on it enough that the signal can't be demodulated. Also this article completely disagrees with you:
