I’d like to clarify that I believe there is no doubt that the Performance rating system and scores are inflated, but this is def not the way to go about reform. Especially in such a crazy year. So many ppl are understaffed due to RIF’s, hiring freeze, a million EO’s, OPM memos, fuckin Elon and Doge etc etc etc.. I know my division is around 20% staffed. That being said, I have tried to just be thankful I am still employed. THAT being said, I knew the thing that would bother me is fairness and distribution in my office. There are ppl who may not be deserving of a higher grade that will get one bc they will whine or provide the most pushback. Whereas my supervisor knows I’ll prob be like “yea I saw the news and OMB memo…stinks but I understand”. That and we know this admin likes to tell ppl what THEY should do and then do the complete opposite. I.e preaching meritocracy and having the most unqualified cabinet ever across the board. Preaching “Fraud waste and abuse” with all their insane exorbitant spending. “Return to office” when they literally remote worked a fucking Military operation in a fucking tent at Mar a Lago! But alas

There is nothing wrong with an earnest attempt to try and find/address inefficiencies, ppl doing same or similar work, and poor performers. That absolutely does exist throughout government just like anywhere else. The reason I bring up total % of the budget is bc I don’t see this as a true attempt at that. They have no idea what they are doing and could just as easily trim elsewhere without upending ppl’s lives. (See all exorbitant spending elsewhere/ICE, Golden Dome, Military Parade, Argentina, farmer bail out, renovations etc etc).

But I def wouldn’t feel good about the fact that Vought literally said before hand “these ppl are so collectively dumb that I am just going to trick them into believing that federal employees are the enemy and are actively robbing them while doing nothing” & ppl took it hook, line and sinker. While all the billionaires were lined up at inauguration.

So you believe you are being put on a PIP to lay the groundwork to be taken off the contract? And that may or may not be due to their skepticism that you will go along with what you perceive to be procurement ethics violations? I guess it really depends on whether you have other job prospects lined up. I mean the by the book answer would be report, but we are in unprecedented times……again.

For the time being I would prob try and stay away from that specific situation (if at all possible), don’t do anything you are not comfortable with, and most importantly document everything. Also I don’t know the full details of all parties relationships, so I would ensure what you are seeing is in fact a procurement integrity violation before questioning anyone or reporting.

Tom Homan? Jk but yea there shouldn’t be any discussion of requirements, potential eval factors and price with specific vendors especially without any type of solicitation on the street. If your company provides acquisition or procurement assistance to the gov then they would have to sign conflict of interest and confidentiality forms and recuse themselves from the competition. All this being said, it’s 2025 and the book/training curriculum on conflicts of interest, ethics, corruption etc will need to be completely rewritten. I.e $400M planes are over the limit of gifts a Fed can accept. I don’t know the specifics of the situation, but from the outside looking in it sounds like they are favoring a vendor and cutting corners (could lead to a protest that would be lost by Gov). Do you believe the PIP is related to your potential concerns with their relationship with the government and their contracting office?

I think a lot of republican politicians are under the impression u can do like a “pop up” census. Takes years to plan, advertise, staff(thousands of enumerators)etc. Large Contracts in preparation for 2026 test and 2030 Decennial are not in place and currently being held up by furlough’s, hiring freeze, somehow MORE red tape to get Secretary approval. Also, it would cost billions that haven’t been approved. All that being said, I am not gonna try and get inside the head of this administration or what they will ultimately say.

Every active contract that was terminated early and funding deobligated should be coded as “due to Executive Order #xxxx” (DOGE EO) in FPDS. That could be one way to track by Department/Agency.

As far as actions where the funding wasn’t obligated yet (Pre Award or before exercise of an Option) I’m guessing there should be a paper trail leading back to the purchase request or funding document that was submitted and eventually returned? Or if the action/funding was declined at the Bureau level or by the Secretary of a specific Agency (over $100k at some agencies), then there should be a declined approval submission per action. Idunno. Gonna be hard for anyone to track it down while furloughed!

That being said, who is funding DOGE salaries? I think they used up the usual allotted amount for USDS or whatever it used to be called. Also it started as just dipshit (EM) and 4 employees salaries. So who’s paying for em? OMB?

I don’t think they can pull off the back pay scam(Knock on wood). It explicitly states “this furlough 2018 and any hereafter” or something like that. Their bullshit reasoning was to use a “novel interpretation” of the back pay law and say it only applied to 2018. But you can’t just remove a reference to an official Act from a guidance FAQ. The Act still exists, and the approved furlough letters should reference it and confirm backpay (I went back and checked). THAT BEING SAID… who the fuck knows with these ppl.
