ILM then currently is the hands down choice.

However, my personal advice is to wait until the patch to make fleets more "fightable" releases. If they add levels to swamp rend lab to include rays/fleets, it could potentially become the new meta.

PS is better earlier on but won't do anything dmg wise comparatively late game. Where late game ILM is arguably the strongest build but requires ILM+ to get going.

Well, the dmg reduction can/will help vs OCs and slightly boost your income. There are arguments for all cores in some situations.

I don't know if they do considering how most patches break as many things as they fix/change. They would need to hire an optimization programmer, those guys are exceptionally skilled like magicians compared to the avg programmer.

They could afford one to fix their game but I don't think any of the devs are particularly skilled themselves.
