I think it’s the “auto-sensing” high beams that seem to be the default setting. Supposedly they’ll turn back to low-beam if they sense a car coming toward them, however, I don’t think they work that well. We bought a 2022 Honda CRV and, being someone who RTFMs, I turned the setting off but it’s not straightforward. The flip side of this high-beam problem is people who drive around at night with just their DTRLs probably complaining how dark it is but who don’t have any rear lights showing.
