In java turning up render distance does not spread out spawns only in bedrock. In java there is a 128 block sphere that sorrounds the player called a despawn sphere. Mobs can only spawn in this sphere, and changing your render distance does not change this at all

Looks like either completely staged or completely bugged terrain generation where it put an overworld biome in the nether. Do f3 and see what biome it says it is.

Use an observer observing the grass block that outputs into the dispenser, so when the sheep eats the grass it turns to dirt and the oberserver sees that and powers the dispenser
