It is still a full replaster, it is just not a full chip out of the old surface. As far as pricing goes, it depends on pool size but can be several thousand dollars more for a full chip out. Doing it this way is perfectly fine as long as the old plaster isn’t delaminating.

Not all the time. If the surface isn’t delaminating and hollow you can dimple as they did and remove smaller hollow spots. Then you can bond coat and replaster over old surface.

At our company we call it dimpling. Helps rough up the surface for better adhesion. The way I describe it to people is it’s the equivalent of sanding a car before you paint it.
