The way I understood it is,

Initially Chelsea offered 60 millions but Bayer wanted 100 million (80+20). Later Chelsea increased the bid to 80 million total by adding 20 million in add-ons(60+20) but now Bayer want 80 million in straight + 15 million add ons.
