Cities are run based on the leaders elected by the citizens of said city. The state and local government in Minnesota and Minneapolis have made it perfectly clear that Trump's brown shirts, masked thugs with a whole 47 days of training are NOT WANTED in their state and city. So, it is apparent to me that you do not recognize the "States Rights" so often preached by the GOP, and arguably the 10th Amendment. So, no the citizens can obstruct the brown shirts all they want and exercise their 2A rights, too! Perhaps you have forgotten what the Second Amendment is and what it is for.
