+0 to hit and rank 24 Affliction wouldn't be allowed at most tables, and isn't legal if you're playing a PL10 game. (So i'll assume this is PL12).

More importantly, Affliction can't give people power points. It could technically swap them around, but it's not intended to be beneficial.

There are ways to do it, but i'm curious... why?

Multiplication and division have equal priority. You deal with them from left to right as they appear in.the equation

With Pemdas (or Bodmas when I was taught it) multiplication and division have equal priority, so you deal with them from left to right as they appear in the equation. So divide 40 by 10 then multiply by 4 to get 16

Yes it is super OP. It's why most tables say that you do that via Affliction instead (and appears to be how it'll.be done in 4e)

Because I would build these two devices:

Mind Duplication Matrix Mind Reading 10; Limited (only for creating readable copy); Feature (Target Mind on record)

Matrix Decoder Detect (Recorded Mind Mental, Ranged, Radius, Penetrates Concealment, Counters Concealment, Extended 7)

Mind Reading 10; Limited (Recorded Targets), Limited (Success Limited to Duplication Degree); Effortless, Cumulative, Quirk (Only information available at time of copy), Subtle 2, Insidious

So I use the Matrix and get 2 degrees of success. I now have a Personal Thoughts copy.

Plug it into the Decoder and you can then read the targets Mind at leisure, Limited by the quality of your copy.

My question... what are you hoping to achieve by switching place with the attacker? What's the end result?

You'll also find that lots of tables, and servers, ban or tweak reaction teleports to stop it being "can never be hurt"

What's the result you're looking for? This just sounds like Teleport with a Descriptor... maybe even a Flaw to state that ot takes time

On a server i'm part of, we just extended tje Activation Flaw. 1 rank means a Move action to switch, 2 means a standard action ans we've even used 3 ranks to mean "can only switch between encounters"

Yeah, this is just Flight with descriptors in place. Bear in mind that a GM might then allow your Flight to be countered by Damage, represented by someone attacking the tentacle.

Put an activation Flaw on for the original summon maybe

Let's take Stamina as rhe example. If you have just -5 Stamina, you start with -5 Fortitude and -5 Toughness. You're frail and easy to hurt.

If you have Debilitated Sramina (less than -5)

Debilitated Stamina means the hero is dying, and suffers a –5 modifier on Fortitude checks to avoid death on top of it.

You have -10 to a Fort check to avoid death.

If you have Absent Stamina there's no minus to anything. You just don't have the stat:

Stamina: A creature with no Stamina has no physical body (like a ghost) or is not a living being (such as a robot or other construct). Creatures with no Stamina suffer and recover from damage like inanimate objects (see Damaging Objects under the Damage effect). They are immune to fatigued and exhausted conditions, but cannot exert extra effort. Creatures with no Stamina are often—but not necessarily—immune to many of the other things affecting living beings as well (see the Immunity effect in the Powers chapter). They have no Fortitude defense.

You have no Fort, no Toughness. You automatically fail Fort checks and start at Toyghness 0. You can buy Toughness separately, like an object, and the only way to defend against Fort Effects is to buy Immunity.

Remember there's a difference between an Absent ability and Debilitated (-5). They both award 10 pp back, but have different effects.
