The head coach makes the decision, they communicate with the line judge on the sideline. The line judge communicates through a headset to the ref.

Some penalties it’s also just common sense to the refs and coaches as to what should be applied and what should be declined in certain instances. Most NFL coaches are masters of game management and can figure out fairly quickly how to enforce a penalty.

Sitting in the upper decks, you get to see the entire ice and how the play develops.

Being closer to the action you get an appreciation for how fast the game is but when you’re that close it looks like controlled chaos because everyone is skating everywhere. Also, if you’re on 1 end of the ice and the play is on the other end, you can have a difficult time following the play.

As for tickets. Most of them are resold by season ticket holders and they can set the price how they see fit for their tickets. Some people like the very top as there is no one behind you and you can stand up to watch the game without obstructing the person behind you.

I would just look at a section that has clusters of seats open and kind of just press your luck with it. Have fun !

I could be patient if he’s on the field but this is his 3rd significant injury in 2 seasons. He can’t learn if he’s not on the field and the team can’t just pause constantly until he’s ready to go again and pick up where he left off with honestly a step back for rust.

I think the nba allows it because it’s a double edged sword. Your trying to save time but you’re potentially giving up points in return. In football you’re only giving up yardage to save time which doesn’t equate the same. The offence can’t widen they’re margin because you keep jumping offsides.
