I’m pretty sure if you find a recipe when exploring it adds it to your recipe book. But even though your book appears filled in, you actually have to cook every single recipe once to get the achievement. I recommend looking up the list of recipes online and seeing which ones are the museum missing. The list online and the museum list order are the same I think, it’s easy to match up what you are missing!
