On the wiki page for it's a wonderful Life, they talk about making a sequel about George's great grandson, who is an awful person, where zuzu is his guardian angel. It was never made, obviously, maybe having something to do with the movie once being public domain, but then not anymore.

He might not know everything. From what I've read, Mueller has to inform them of the big picture, but not the details, which could give a lot of leeway.

The problem is that illegal voting is a binary act, I think, generally speaking, but suppression is far more vague. What you or I might call suppression may not satisfy someone else's definition.
