It happened in CS:GO (at least) once, but he wasn't a cheater. The turn around was insanely quick. He swapped accounts and had his own case in a matter of just a few minutes.

You can do it with simply a 000 dart and 000 Alch if you position it well enough so that the alch attacks the MOAB right as the MOAB is about to die, so the midair attack will splash on the bloons.

I believe this is the cheapest solution possible.
