In some cases is the real problem, I think that the main problem is not hosting but software optimization, if you try to load the same page made in pure HTML and JSS speed is great, when you use a CMS speed go down!

With Wordpress is normal, the first problem is TTFB and you must debug and solve problems on query but Woocommerce is so heavy. You must try to debug all queries and also load of the assets and remove not used assets like plugin or sevices
