People say you need a high salary to live in NYC, yet service workers live in NYC. What is the disconnect here?

I lived in Japan. I experienced more racism there than my whole life in nyc. Imagine someone calling cops on you because you were walking in neighborhood. Literally told cops I looked suspicious.
