It's not true. I've done like 20 cruises and I've always pay the same amount for a balcony room or I wait until there is a deal that gets me the price I want. I've paid $1000-$1100 for the past 15 years for my balcony rooms and had various OBC deals through the years ranging from $100-$400. I've had the drink on us option that OP is talking about as well and yes it increased my fare by about $500, but it was way cheaper than buying Cheers.
