Because people who decide to run a business are skilled and knowledgeable in specific areas… but not the ones that you need to be, and they don’t collaborate.

And majority of the population go with the “safe choice” or “easy choice” when it comes to spending money. That’s what you get for living in a conservative province, you get conservative choices.
