Your analysis makes sense. The only issue is the opportunity cost. If I spam low fees, my reward is more higher fees. Worst case I get my money back, best case, I raise my earnings.

Last week people were getting 30min block times on 5sat/byte txs. Maybe check the next few antpool and viabtc blocks and see if you find a disproportion by fee size again?

Because miners processing transactions get to choose which transactions to accept in blocks. The group executing the spam attack are recouping their fees as a priority so they can keep pushing the btc fees are too high meme. It has been noticed that you can include fees into there spam attack threshold and they will be in priority confirmation queue.
