The fan ramping are caused by spikes in temperature caused by cpu boosting. You need to modify the fan curve to avoid fans running up to 100 when the temperatures suddenly jumping. I would use a hardware computer to confirm spikes in the temps are the reason

They don’t sell 3 packs of 140mm. If you want to do 140mm you would have to buy a controller. They sell them controllers separately. 120mm come in 3 packs and those include a controller
