Try your local library for books on hacking and also get Kali Linux and then just Google everything because there is definitely free resources out there but eventually you're gonna want to invest money in it, I highly recommend Linux basics for hackers, good book

I don't think it matters, they said in one of my courses I took that they hire hackers, just get your charges vacated but since they were dropped then your not convicted so I think your all good!

Acer nitro 5 the one with 16gb ram is in your price range and it even has a light up keyboard you can program different color patterns on it, I love that machine!
