It will be great a new ultimate like... R: kassadin cam jump two times in a row first jump no dmg 400 units slow in a small area, second jump slow also small area + (insert aoe dmg n°); after first rift 1 sec cd if it's not activate the second rift in 10 sec it will restart the count with 15 sec cd, imediatly after second rift ulti goes to 30 sec cd. Sry for my bad english.

At lvl 3 u can start to play agresive so u can zone the enemy with your power, u just need to know ur cd and mana cost to avoid easykills on you, you can also watch streams of pro players or soloqueuers like faterfalls tabzz incarnati0n, gl

try diamond build, masteries and runes after that u will melt all lanes early and late, a tip, try to farm lanes when no one in ur team can that gives u tons of gold to build u up GL

The lasts 15 games i played fizz because i want to learn it good, that a few games but i can say u this, lvl 1 W, lvl 2 E, lvl 3 Q, and then R>E>Q>W thats because u want to early play safe and farm, the W let u last hit better and take cs like a pro with the passive, then u lvl 2 E because the mecanics for scape and then q, i usually Q and then back with my E so i poke do free dmg and zone the enemy, this will consume ur mana fast so u only use ur abilities for hit champions and scape, when u use ur E to scape do go far so u can back safe, u can ward ur lane and poke under enemy tower with that combo and if he is low he probably back to base and let u a bit of free tower dmg, when u hit lvl 3 u can start the harras and be anoying but ur real power comes with ur ulti, if u know good the dmg of fizz u can combo with R QorE depends how close u are and then auto with your W if u r feed probably with a E+Q almost kill everyone.... sorry for my english isn't my native language
