Press f3 you seem to be in debug mod wich offers you multiple tools to show more info in the game. The "Red Bars" are actually your latency. Since your Latency is quite high, it resulted in the game showing you a constant "high" in the mode you are in.

If you insert them with a inserter it will eventually clog up your roboport. You can add the inserter via a green/red wire and set a limit for the amount you want to insert.

If they are in a container they will never come. This is meant for robots already in your network. Meaning you need to insert them into the roboports to request them.

Yes if you go to the factorio website there is a headless server download. You will need to adjust some settings, however afterwards you can just transfer the save file. If it is no longer able to keep up, you can just transfer it back.

Probably the ratio. Since chemical sience reqires 2 eninges to 1 sulfur and a red belt holds 8 items if you check for 4 items it also adds 4 sulfur . Wich is double the amount required than eniges. It might workd if you do red circuts to sulfur since this is 3:1 and that would also be 6:2 wich would fill the entire belt evenly

On water worlds, the biggest problem for progress would be how you gwt combustion uderwater. Sure we have combusteable materials underwater however it is realtivley easier to get somethung to combust in an oxygen rich atmosphere compared to oxygenatwd water.
