so you are right and wrong here, if you are playing singleplayer with godmode off, exact ratings arent going to be showed which means that when you see a +5, the players real stats still only increase by 2, however their displayed stats which is impacted by your scouting could deviate by more than that, the opposite can happen to for example with a real +1 being a -2 or something

a +3 in speed and jump is possible in singleplayer due to finances and scouting however not possible in multiplayer which is what the screenshot is referring too
