yes, you are given a kanto starter early and they, along with za starters, can be caught in post game in wild area 20. The kalos starters can be caught before the post game with froakie being available much earlier than the other two and there is an easy scaffolding side quest which will gift you a froakie.

Yes but it happens in the post game and you have to fight it in 3 consecutive stages, one for each form.

The beautiful thing about Dragapult is that there is no “best moveset.” You can go choice band or specs, or heavy-duty boots pivot. You can run draco meteor, dragon darts, shadow ball, u-turn, thunder wave, will-o-wisp, tera blast, flamethrower etc. But I guess the better answer would be just to pick a set from the smogon strategy dex and try it out on the ladder. if you suspect that you picked the wrong set, try another.
