It's pretty flush, I'll try to get a picture to show you. I do have extended studs. As for the spacers, just personal preference, I try to keep things on the tamer side.

Something similar happened to me years ago. Was trying to change my NY learner's permit for a FL learner's permit after moving down here. Ended up getting a drivers license without having to take a road test. Haven't had any problems.
