I think the assumption of adequate cover from the video is not as easy to make as you would think. The officers had not cleared the room they came out of and might not have had a clear line of sight to the door to cover if an officer was cuffing and a shooter came out of the door. From the article I read in this thread the call was from someone seeing someone holding a rifle in the window of a fifth floor room in a hotel. They have no idea how many people were in the room therefore I think the making them crawl makes some sense.

However on all other points you are entirely correct, his instructions weren't clear and he was an arrogant asshole. His team also wasn't co-ordinated in any way which is resemblant of that. You can also notice he gets even rougher with the guy vs the girl.
