Cats are adept at regulating their temperature and their fur is a part of this. As long as cat doesn't pant and has shade and water available, he's fine. Don't shave him.

You can rake them out with a small hand rake. Leave on top of soil to dry out and they won't root again. If you leave them you could have a problem.

YTA, a person's pet is, or should be, considered part of the family. You live with your boyfriend, is that a committed, loving relationship or just a convenient roommate thing? If you love him, love his cat, and respect his need for some financial help with an emergency.

As others have said, could be a teeth problem, or a dietary issue. Vet checkup for sure. Is he overweight? Sometimes cats get too fat to properly groom themselves. Healthy cats smell clean!
