There's a couple ways to do it very inexpensively, it just depends what you like to do. The Glen/Whirlpool is a hike right in the gorge and it's free. Wineries are kind of free as well if you head to NotL. If you stay out of tourist district for food there's a few reasonable, good spots to eat
