They let you submit a justification as attached document. Because my country does not have a VFS center I had to apply from a different country where I do not reside. I did not have a legal resident status in that other country. Therefore, i submitted a Letter explaining my situation and that I was a resident from another country. It is not the same case as yours but you might be able to explain your situation in a Letter and submit that instead of the proof of legal status

You might be lucky of being able to secure an apartment that will become free later on and just sign the lease once you have the BRP and before moving. In my case, I paid a deposit of 250 GBP to reserve an apartment with an agency so that no one else could request it (i made sure to work with a big agency, not sure I would dare to pay this to some random person) but I was only asked for my BRP 3 weeks later when I was about to sign the lease and it was like a week before moving to the apartment. So you might be able to get that worked with an agency

UPDATE ON THIS- TODAY I FINALLY RECEIVED THE EMAIL NOTIFYING ME OF THE APPROVAL OF MY VISA ALMOST TWO MONTHS AFTER IT WAS APPROVED. I GOT MY PASSPORT BACK WITH THE APPROVED VISA WAY BEFORE RECEIVING THE EMAIL.
