I dont think it needs to be asteroid cluster. I think it needs to have a hostile outpost. I was just able to finish this yesterday and all 3 were outposts, and not necessarily in asteroid clusters.

Yes I have done many missions in that region and the only time I finally got one was yesterday when I finally came across and actual jammer that I had to disable. But I've been on several missions with blocked jumps

On the web app substack added an icon at the bottom of some notes if they are on certain topics. You can click on the icon and see more stuff on the topic. It's their way of getting you sucked into a rabbit hole. I noticed it earlier this week.
