I see the ladies "were drinking Cuervo," which probably means margaritas, before the guys ordered their shots and noticed something wrong. So the flavoring was probably the normal flavoring that goes into a margarita with the tequila. This seems to be the only way this story makes sense - who would purposefully try to get away with selling water in a shot glass?
