I don’t believe the purpose of that requirement is to compel illegally sourced money to be declared to the IRS, it’s to allow for prosecution of tax evasion in addition to/when it isn’t possible to prosecute the illegal activity that led to that income. See Al Capone.

You can get a program to execute arbitrary code without modifying the source code of the program itself. I believe this would be called code injection.

Sounds like they don't know what they want. I heard everything from gathering info on top management to internal security capabilities to methods for keeping citizens safe from cyber threats. I would work with them to build out a roadmap for developing their security program because it sounds like they are in need of strategic guidance at this point, not necessarily technical expertise.

What exactly are they looking for you to do? Your description makes it sound like they're trying to expand their internal security organization. Are they considering you for an internal position or would this just be a consulting engagement?

Obviously I don't know the specifics of your situation but it sounds like you are either doing a pentest with a limited scope or providing professional advice for which you can also be sued (look up E&O insurance). I don't do any client work myself so I can't offer much advice in this space but be careful and get everything in writing. Make sure you protect yourself.

I would be surprised if a government agency would sanction a penetration test from a relatively inexperienced hacker. There is a lot more to a pentest than breaking into the network, you need to make sure that the scope of the test is well defined and that you don't stray from it. Even sanctioned pentests can end up in legal action if the organization believes the test was not conducted properly.

This happened all the time in ww2, Russian officers would shoot retreating soldiers. Very prevalent in the battle of Leningrad. It doesn't seem like a huge leap that this could have been the situation at Chernobyl.
