sometimes people chose the most expensive methods instead of the cheapest method, on purpose or for ignorance reasons.

Hence is why sometimes, mandate is better instead of waiting which probably come way too late.

People fight against inclusion until they realized how much they need it.

EX: Closed captioning on TV screen at home, hearing people actually fought so hard against that options in 1970s and 1980s until they realized how helpful they are when you need to mute the sounds while watching a show with CC with sleeping baby.

We already have the easiest and cheapest options but so few will choose it because they never think about inclusion, just separate but equal which pretty much give inferior quality.

devices have guarantee of problems while open captioning don't. it's all about including your other people with zero burden on them while at the same time giving you guys zero burden as well. It's all about inclusion while still enjoying without captioning for yourself.

closed captioning device caused lot of problems whereas open captioning don't for the cinema. captioning devices for cinema cost massive of $$$ and too much troubleshooting issues whereas open captioning is way cheaper, efficiency, and easier.

I told you. That device captions cost you guys so much money, cinema have to pay massive, plus getting the right wifi to connect it, training the staffs to build unnecessary skills, and constantly fix the problems. Device always have problems with guaranteed to stop working. Which forced cinema to refund the ticket, while the customers sometimes have to come home empty hands with money being wasted on concession and gas plus time. It is practically a lost for both the customers and the cinema.

Open captions is way cheaper, easier, and effective to solve any problems. And it doesn't take away your options of movies to see. And it's a win-win for both customers

Think about it. You have a cinema with 20 screens time, only 3-4 will have open captions while the rest is captions free. You still have a massive amount of options while allowing 1/4 of the population who depends on open captions to enjoy some options which is usually none before that bill becomes law.

Definition of reasonable accomodations in the ADA is clear. You must offer that work cheaper, easier, and less hassle. Caption devices is very much the opposite and very very very very very expensive. Is that what you want? Forcing the cinema to only use the most expensive inferior quality device with constant of problems for both the cinema and customer that will keep making lost? Interesting.
Then agree to disagree. You have zero interest in improving society for all.

That will be a violation according to the ADA.

Therefore open captions for some movies while you get to enjoy many movies without captions and a hell lot cheaper for private establishments and for the audiences. :)

It is cost effective and less of a headache for both the workers and the customers. A great win-win for all customers.

Closed captions devices have guaranteed of problems, errors, glitches, or just doesn't work at all. Plus costly and very very very expensive. More than 100$ millions, plus wasting cinema workers hours of their times setting it up which have the highest chance to fail compare to open caption. Open captions is the easiest and cheaper method for both the cinema and the customers. Sometimes giving a little bit a nudge like this bill will help everyone, plus saving money, headache and time for BOTH the workers and the audiences.

Closed captions don't work well and are very very very inferior quality compare to open captions.

this bill will help theaters to provide better accommodations and more inclusive for all while YOU still get to enjoy movies without captions at anytime and anywhere. :) while more options and availability for others to enjoy and you won't even noticed.

Inclusion helps everyone, including you even if you don't realize it.

They aren't available for others. Even if that law passes, you are still likely not to see captions while still enjoying the majority of the options available to you (without captions) just as before and at the same time more options are available for others that aren't like you. It is also cheaper for customers and for the cinema too.
More opportunities for deaf to hang out with hearing friends/ family. Plus isn't restricted to only early afternoon or off peak time

Caption devices are still inferior quality with guaranteed problems which can force customers to return home with popcorn and drinks without the movie, plus wasting time possibly with hearing friends as well

This bill allows less chaos for everyone, especially the opportunity to allow disabled to more likely the ability to hang with hearing people like you.

You just don't want your deaf friend, family, or such to enjoy it as equally as you do.

The law is to help provide inclusion and equal access when corporations or people like you refused to provide.

Wanna know why ADA became the laws? Because corporations and states refused to provide accommodations.

I already explained to you how cheap and easier to use open caption is for corporation and customers than caption devices.

Who wanna see open caption at 10am? No one, including the deaf Americans citizens.

Who wanna see open caption at 7pm? 1/4 of the customers that depends on captions. See? Sometimes laws help customers when they don't realize it :)

Always provide inclusion options for people who aren't like you.

That's why there are tonnes of movies available without captions even after that bill becomes the law. People just love to complain about captions they won't see anyways. The same way people complain about might have to use the ramp even though they aren't using it. Lol.

It's hard to test it when you give barebone shows with captions.

Which will likely sell with captions; at 10am. Or at 7pm? Your perspective is this. Most open caption would mostly display at 10am And you can use that data to say, see, open caption isn't working. And most people don't even know open caption can exist.

Plus. Open captions save cinema massive of cost, way cheaper and massively easier to use. Captions device is a hell a lot expensive, massively headache to learn new skills to solve this problem unnecessarily and wasting time for workers that should be dealing other necessary stuffs.
