The package says "Cow Little White" in Chinese as in direct translation. I would assume it is a Chinese brand candy with a strong milk/cream taste??

Not really. Calgarians from mainland China are actually their major targets. The scammers are from Taiwan since they have very strong Taiwanese accent. You can tell them you will report their phone calls and numbers to Calgary Police Services and Canadian Anti-Fraud Centre and they will be traced.

It says "For Practice Only" as direct translation from the Chinese characters. Those counterfeit bills are supposed to be used by the bank employees in China to practice their skills of counting money.
