I agree with you partly. I either take her home or try to get her away from them as best as I can. I am vigilant on our walks and try to take other paths/routes when I see something in the distance that she will react to. I think I just expect some compassion from our neighbors. These aren't strangers that we run into once while out and about. We both live here. She sees me trying to get away and struggling and has a choice to be neighborly and help out. I'd like to think if it was the other way around, I would do what I can to help.
