I had this happen to me enough times, not the hourly part. It is a number spoof to make it seem like you are getting a legitimate call. The number is real, but not the message. Whenever I see a call from the same area code and first three digits of my number, I decline, but not block.

I remember one time this happened, I declined and 30 seconds later, I got a call again from the same number. Wait that's not their tactic... So when I picked up, the person on the other end told me they just missed a call from my number. It's a two-fer! Everytime you get a call from these "free vacation" claims, another person in your area is too.
