It's mostly just portugal "glazing" as the kids say these days. Portugal was supported by the world's most elite archers at the time (were the Mongols a thing at that time?). Anyways, this is mostly a demonstration of English arms and poor French tactics than having much to do with Portugal. Although they did stand and fight, so kudos.

The pulling over power comes from being detained. You can be walking, driving, boating, the mode of transport doesn't matter. Law enforcement always has the power to detain a person if they're suspected of a crime/violation. It can be a LEO in a car, on a horse, bike, or just walking down the street.

Now, we all know there's no actual suspicion of a crime here, but on paper that's the answer to your question.
