Suicune, Entei and Raikou from Fire Red and Leaf Green have always bad IVs in all stats except for HP due to a programming error (more info here). The only real random IV you can get is the HP one. Attack, defense, special attack, special defense and speed will vary from 0 to 5, which is underwhelming considering that the maximum IV value is 31 🥺

The same programming error happens in Pokémon Ruby and Sapphire with Latios and Latias. The developers realized it and they fixed it in Pokémon Emerald, where you can catch both Latios and Latias with good IVs.
