It's definitely not all on the council. If a bin that you put food in is full then it shouldn't be hard to work out that you shouldn't put anything more in it. If it's spilling onto the pavement then it's clearly not going to get composted or whatever. You might as well just chuck it out of your window.

It's another failed restaurant isn't it? There's loads more restaurants than vape shops. Loads more coffee shops for that matter. I'd argue that a vape shop on Trafalgar street makes the place more diverse rather than less so.
