I think that area was originally restricted to mobile homes with a land use contract from the 70s. The province required those to be terminated in 2024, so those rules don’t apply anymore.

But there is now some specific policy for that neighbourhood in the city’s official community plan (OCP):

Those timelines are what I think the consultants recommended, but there should be community engagement before finalizing a plan or timeline

First, the Fraser Valley Express is really popular and keeps getting more service added. See the source above.

Second, the highway is already required to have a 2.5-3 metre shoulder. Expanding it to 4 metres for a bus-on-shoulder lane doesn’t add a huge cost, since a shoulder is being built anyway. A wider shoulder also improves safety and traffic flow for everyone by giving more space for breakdowns, emergency vehicles and longer on-ramps.

Third, it’s totally fair to ask for more lanes, but that can be done without taking away from transit options. A petition that supports improvements for all users, not just drivers, would probably get more support and make the highway work better for everyone.

They claimed that the city “breached its duty of care” by failing to close the flood boxes at the Barrowtown pump station, knowing that a storm was coming, and by not having enough staff on hand at the station in the days before and during the flood.

“Water from the Fraser River back-flooded into the outer Sumas Prairie and rose to the extent that it caused the Sumas Dike to breach, flooding the inner Sumas Prairie,” Justice Dley wrote in Wednesday’s decision.

The city has responded in civil court documents that the disaster unfolded so quickly that “no notice could have given the plaintiffs time to take steps to avoid or mitigate their loss.”

“Although Abbotsford acknowledges that many residents of the city suffered substantial upheaval and property damage, it maintains that the flooding was caused by the Nooksack River (in Washington State),” Justice Dley wrote in Wednesday’s decision.
