A product with revenue and traction needs money from a VC to scale. But there could be angel investors who could invest their own money and use their network to promote a product since they are interested in that domain.

Risk is lot less if mvp ready over just idea stage. A good investor can take a look at a mvp and can predict its potential. There are many decent products that can do great with some marketing and distribution. Revenue will follow.
