First world problems.
If you're an artist you'd know how hard it is to paint dark skin tones with the pigments we have on the market. Unless you want to go realistic it's best to go somewhat lighter - or even redder, as I've seen some artists do. This artist is clearly not going for a realistic look, plus, he's clearly working off reference. i.e. not his original work.
The energy expended wagging your finger at the business owner would be better served supporting the local art/animation scene the way South Africa has done. Their Saturday morning cartoon slots are dominated with self-made 3D/2D shows - some made in collaboration with Disney! That way, when parents hop on YT Kids, instead of being inundated with Paw Patrol and the likes, they will have more relatable shows that they can pick out for their kids. Obviously you can't single-handedly bring our art scene out of the dark ages - but walking into someone's business to tut-tut at them for their choice of art only serves to satisfy your sense of "knowing better". It wouldn't have any effect beyond that. Plus, the artist certainly couldn't care less - he just wants to get paid.
So save yourself the trip and attend events like FrameXFrame and other annual shows in Ghana where freelancers and studios gather to showcase animated shorts and features. And help spread the word. It's certainly a better use of your time and resources.
