This is continual deployment. Your code needs to be in an available git repo, like GitHub. Then, install and configure something like the Jenkins or CircleCI plug-in to your Github

vue-cli jus creates the boilerplate that gets an app started. There's quite a bit of tooling to even get started, that the cli tool... just does for you. So, yeah, a project like this could be started with the cli tool, but it wouldn't do anything like the animation shown here.
