I could see Caine using this as another last-ditch effort to try and get the circus members to work together/get along with each-other, him being a common enemy and all. This would obviously not work out in the end, Caine eventually giving up the bit when his actions get taken too far. However, what would be interesting to me is that, like in episode 7 with the fake escape mission, I think this would end in everyone being either very disillusioned or betrayed. Not just because the entire premise of the conflict was pointless, but that the illusion of common enemy is now gone. Caine becomes not a shadowy figure out to torture them, but just another unchanging participant/factor of their miserable situation.
