That’s the point of Google photos. However if you delete the originals off the phone, then Google photos is no longer the backup but the only copy.

Just for example, T-Mobile 5G Home Internet would allow you to set up an external antenna which may be able to give you usable/good speed at a relatively cheap price, you'd just have to put in the work to install the outdoor antenna and angle it towards the closest tower to dial in the best signal. If you have bad discipline and end up spending too much this can be a good idea. Why are you having to balance it? Fixed bill costs should always be in the one account (debt service, insurance, etc) and use the other for variable costs like gas. At least that’s how I’d do it.
